My guess is that the judges are asking that entrants to submit 5 by 7 inch photos (a standard size photo) mounted on an 11 by 14 inch board. (a standard size mounting board)
If portrait configuration leave a 3 inch border on the top and sides and 4 inches at the bottom.
If landscape configuration center the photo with 3 1/2 inches on each side and weight the bottom leaving a little more space underneath the image than above it.
